I’m sorry, this isn’t my field so I don’t know the answer I’m afraid. Maybe look online for related charity and ask them? Or speak to a doctor.

One should never say “never” but Cerabal Palsy is a very complicated condition with many different forms and causes, I am not an expert and really have little knowledge of research on Cerabal Palsy. I do know that there is an increasing understanding of how the human nervous system works and there are interesting developments with electronic devices that can stimulate brain functions, so who knows it might be possible one day to improve life for those people with this condition.

This is off my area of expertise but a quick web search brought about that stem cells may provide a possibility to cure cerebral palsy. However, stem cells have been invoked for cures to many diseases, and generally not yet lived up to those promises.
